Here are the requirements:
Must be Energy Star certified at time of purchase.
Must have a capacity greater or equal to 40 gallons and less than or equal to 55 gallons.
Must be new and meet or exceed all federal, state and local standards.
Must replace an existing gas water heater.
Installation address must have a Natural Gas account with PG&E.
